Following the NERC Act, the majority of RUPP's (Roads Useas As Public Path) have become RB's. It is illegal to drive a RB (Restricted Byway) unless you have proof to the contrary

But it seems this may up for appeal.

Hampshire looks like it has some issues with recognizing ROW's sometimes to eager to prosecute without knowing the status and not eager enough to open blocked lanes.

In the first article, the Police Constable incorrectly refers to BOATs becoming RB's - wrong, RuPP's became RB's, BOATS are still BOATS (although the OS maps can contain errors - therefor check with your local Council.
