that is harsh mate
im looking into the same sort of theing in Leicester my local Ford has had Gates put up there so i cant go through it now, so far the reason for this seems to be it is now a beauty spot????? how can this be? the river is polluted.

my local lane called spectacle lane has a notice up saying that if it is misused further the council will close it  now i have been using it for 25 years for short cuts and what have you and it hasnt changed so i dont know what they are on about,it also has a nice ford too which is fun after a good spell of rain.

When I lived in Berkshire I found several good lains with proper byway signes.
But some one had put a post in the middel so only bikes and horses could geth throught
Could some one wishing to legaly drive a legal lain remove the post with out prosicution

My local lane is an interesting little lane and has a very decieving little stream through the middle of it ....
normally it's only about 8-10" deep ....but tonight it was right over my bonnet
i'm going back to it tomorrow to get piccys and a video clip

I see the lane has been flagged on Wayfinder as
Newly reinstated surface, -it is claimed - has been damaged by vehicles
Rugham lane
A good while ago.
I would be inclined to check wth the council before driving it again as it could be closed or have a TOR on it

My guess is that these obstructions are there to prevent travellers and flytippers. On a particular UCR in Dorset several years ago there was a large traveller encampment. The landowner had to get a court order to have them removed, and they left it in a disgusting state. Two very large concrete blocks were placed in the way, which you could just about get passed in a 4x4. The council are now intending to put a height restriction in place. However it's too late. I drove the lane last week, the blocks have been moved and the travellers are back, most of the vehicles and caravans are not roadworthy and I imagine it will take another long legal battle to have them removed.
My sympathies lie with the councils and landowners who have to fork out to repair and clean up this damage. Also a TRO need not be a complete ban, you may find that these RoW have width, height or weight restrictions.
