what is doin I thought the diesel needs to be at a temp for better performance??\

A better explanation might help us? -
Diesel needs to be above +4 degrees celcius to perform adequately, petrol works better when cold..

In high-pressure diesel injection systems, the fuel becomes very hot in the fuel return line to the tank. This requires specialized cooling

so a finned cooler is added before the fueltank

as far as i know its for cooling the deisel before it goes back in the tank as its to hot to go back in tank

nope ....you don't need one

it's only the newer diesel motors ....that perticular pic is the fuel cooler from my bro's 03 2.2DTI RS SWB :wink:
