As a tester he can technicaly fail it but as smiffy said remove the tow ball then put it back on so long as he can see the plate at time of test cann't be failed. don't stick one at the top of the tailgate cause if he gets funny can be failed on no illumination on plate.
It might be slow but i can go anywhere!

Bear in mind that if you put the tow ball back on when your not towing (ie having something else with the number plate on it) then you DO run a risk of getting a ticket from an overly officious officer of the law who can do you for having an obstructed number plate...

Looking at that photo you have 2 positions for the tow ball, its currently on the top 2 leaving the bottom 2 free, so lower it to the bottom 2 and see how things are?

He can move it back up for the van, then it wouldnt matter as the van should have a plate on.
